President William Ruto has called on Kenyans to base their criticism of the new police uniforms on facts and evidence, amid ongoing public debate over the changes.

While acknowledging the ongoing debate about the tendering process leading to the purchase of the uniforms, the Head of State has said Kenyans have a right to question government decisions and how public funds are being used in implementing the police reforms.

“We welcome scrutiny of every decision and every shilling spent. Accountability is a constitutional obligation and must rest on facts, evidence and truth,” he said.

The Commander-in-Chief of the armed forces has said the change in police uniforms is part of a wider plan to transform the country’s police service.

Speaking on Friday, September 4, 2026, at the National Police College in Embakasi, during the pass-out parade of new Administation Police recruits, Ruto said the design of the uniform followed consultations with police officers and members of the public.

He said the new outfit was designed to enhance the professional image of the National Police service, improve its suitability for police work and uphold the dignity of officers.

“A uniform alone cannot transform policing, but professional identity and pride are part of building a modern, disciplined and effective Police Service,” Ruto said.

He said the reforms also cover police salaries and welfare, housing, training, equipment, technology, infrastructure and strengthening the overall capacity of the National Police Service.

His remarks come as the government faces increased scrutiny over the amount spent on the new police uniforms, with Kenyans questioning whether the changes should take precedence over police welfare and other ongoing reforms.
